Title 17 › Chapter CHAPTER 2— - COPYRIGHT OWNERSHIP AND TRANSFER › § 204
Copyright must be transferred with a written document or note that the owner signs, or that someone the owner has allowed to sign signs, except when the law itself changes who owns it. You do not need a certificate to make the transfer valid, but a certificate saying the signature was acknowledged counts as initial proof if it is made by an official who can administer oaths in the United States or by a U.S. diplomatic or consular officer (or by an oath-official abroad whose authority that officer certifies).
