Says federal bans on advertising or mailing about lotteries do not apply in certain cases. Ads or prize lists for a lottery run by a State under its own law are allowed if they appear in a publication of that State or are on radio or TV licensed in that State. Ads for lotteries or similar games that a State allows are also allowed if they are run by a nonprofit group or are a clearly occasional promo by a business. Federal rules also do not block sending lottery equipment, tickets, or materials inside the same State or to a foreign country where that lottery is legal. Definitions: "State" means a U.S. State, the District of Columbia, Puerto Rico, or a U.S. territory or possession. "Foreign country" means an empire, country, dominion, colony, protectorate, or subdivision outside the U.S. "Lottery" means pooling ticket sales and giving out money or prizes by chance; it does not include betting on sports. "Not-for-profit organization" means an organization that would be tax exempt under section 501 of the Internal Revenue Code of 1986.
