Anyone who commits or tries to commit torture outside the United States faces a fine or up to 20 years in prison. If the torture causes death, the penalty can be death or imprisonment for any term or for life. The law applies if the offender is a U.S. national or is in the United States, regardless of nationality. A person who conspires to commit torture faces the same penalties except the death penalty.
