An official may telegraph another official to ask for a temporary arrest and detention of a fugitive before formal proof is presented. The telegraph must say a warrant was issued in the requester's jurisdiction charging the fugitive with the crime for which extradition is sought, and custody under that telegraph cannot exceed 90 days.
