The Secretary of Defense may allow Department of Defense law-enforcement officers to arrest abroad someone covered by 3261(a) if there is probable cause they violated it under international agreements; except as 3263 or 3264 provide, the person must be handed to U.S. civilian authorities to face courts unless charged under chapter 47, title 10.
