Allows documents kept outside the United States to be used as evidence in a federal criminal case when they are properly certified under section 3494 and the court, after hearing testimony taken under a commission under section 3492, finds the document meets the Federal Rules of Evidence for proving it is real. If a party says the document is fake, that party must convince the court it is not genuine. This does not force use of section 3494 if the document can be authenticated by some other lawful method.
