The Director of the Bureau of Prisons must send a prisoner who is charged with or convicted of a State felony to a state jail or prison in that State before the prisoner is released from federal prison if three things happen: the Governor or another top state executive asks for the transfer, the State gives a certified copy of the indictment, information, or judgment of conviction, and the Director decides the transfer is in the public interest.
