It is illegal to knowingly bring into or send out of the country — or try to do so — any motor vehicle, off-highway mobile equipment, boat, airplane, or any part of those things if you know they were stolen. It is also illegal to import or export (or try to) a motor vehicle or off-highway equipment, or their parts, if you know the identification number has been removed, destroyed, messed with, or changed. The rule about ID numbers does not apply if the number was damaged by a crash or fire, or if removing or changing it would not break the federal rule that bans altering motor vehicle ID numbers. motor vehicle — meaning given in 49 U.S.C. §32101. off-highway mobile equipment — self-propelled farm, construction, or special-use equipment that runs on land but not on rails or highways. vessel — meaning in the Tariff Act of 1930 (19 U.S.C. 1401). aircraft — meaning in 49 U.S.C. §40102(a). identification number — for motor vehicles, the meaning in section 511; for other covered items, a manufacturer-assigned number or symbol used to identify the item or its parts.
