The Secretary of the Treasury can make rules that let vehicles and other kinds of international transport be exempt from customs laws, under the limits the Secretary sets. That power does not cover communications satellites or their parts. The Secretary can also allow, without formal entry or import taxes, four groups of items: aircraft and related gear for search, rescue, investigation, repair, or salvage after aircraft accidents; firefighting and rescue supplies for temporary emergency use in big fires; rescue and relief supplies for floods and other disasters; and personal property for use of a separated tract of land under article III of the Treaty signed November 23, 1970.
