Before the United States moves forward with a proposed trade agreement, the President must let anyone who cares speak about items on the published list, items that should be added, concessions the U.S. should seek, or any related issue. The President must name an agency or group of agencies to give reasonable notice, hold public hearings, set rules for those hearings, and send the President a summary. When appropriate, the same steps may be used to help set trade policy and priorities.
