Create public online tools and reports so anyone can see how the amount and value of goods coming into and leaving the United States change over time. Within 180 days after February 24, 2016, the Commission must put an import-monitoring tool on its website using Department of Commerce and other government data. The tool must show the most recent quarter available and earlier quarters when practical. Within 270 days after February 24, 2016, and at least quarterly after that, the Secretary of Commerce must post a monitoring report on the Commerce website and notify the Senate Finance and House Ways and Means Committees. The reports must show changes in import and export volume and value by 6-digit Harmonized Tariff Schedule headings for the most recent quarter and earlier quarters when practical. The Secretary must ask for public comment in the Federal Register within one year after February 24, 2016. All these requirements end seven years after February 24, 2016.
