Congress says the United States should seek a trade deal with Canada to help keep both economies steady. The President may start talks to create a U.S.–Canada free trade area, but starting talks does not count as approval for any laws that might be needed later. The President must study whether the U.S. should make trade agreements with countries in the northern part of the Western Hemisphere to help economic growth and expand markets. He must report his findings to the House Ways and Means Committee and the Senate Finance Committee within 2 years after July 26, 1979. The study must look at competitive chances and competition conditions between those countries and the United States, including agriculture, energy, and other relevant industries.
