For the rules in this part, several words are given clear meanings. Approval procedure means any required government step—like registering or notifying—that lets a product or service be made, sold, or used for a stated purpose or under certain conditions. Conformity assessment procedure means any way to check that a technical rule or standard is met, such as testing, inspection, auditing, certification, sampling, or monitoring, and it is not an approval procedure. Objective means goals like safety; protecting people, animals, plants, the environment, or consumers (including quality and being able to identify goods); and sustainable development. Service means either land transportation or a telecommunications service. Standard means rules about a good or service, their production or operating methods, or their terminology, symbols, packaging, marking, or labeling. Standards-related measure means a standard, a technical regulation, or a conformity assessment procedure. Technical regulation means required characteristics or related production or operating methods for a good or service, or rules about terminology, symbols, packaging, marking, or labeling. Telecommunications service means sending and receiving signals by electromagnetic means, but does not include general cable or broadcast radio or television to the public.
