The United States Trade Representative must do an investigation to pick priority foreign countries and finish it by January 23, 1989. In choosing those countries, the Trade Representative must look at five things, including how serious the barriers are that hurt U.S. telecom companies, the benefits foreign firms get from access to the U.S. market, how big the foreign market could be for U.S. telecom goods and services, whether naming a country could boost U.S. exports or set a helpful example, and whether the country is making measurable progress to remove the bad practices. After weighing those factors, the Trade Representative can add or remove countries from the priority list at any time. If a country is removed, the Trade Representative must explain why in the semiannual report to Congress. Within 30 days after the investigation ends, a report on the investigation must be sent to the President and the appropriate Congressional committees.
