The President must ask the interagency trade group for information and advice before taking actions under this law. That includes times when the U.S. Trade Representative finishes or acts on a trade investigation, when the President sets specific negotiating goals with any foreign country, or when the President takes certain other trade actions. The U.S. Trade Representative must keep the right congressional committees up to date about negotiating goals for each priority country, how likely talks are to succeed (bilateral and multilateral), and any U.S. concessions being considered. Before the President changes specific negotiating goals, the President must consult with Congress and with affected industry and labor representatives.
