Defines key trade words used in the Act. "GATT 1947" is the General Agreement on Tariffs and Trade signed October 30, 1947, including later corrections or changes that took effect before the WTO Agreement began. "GATT 1994" is the GATT text that is part of the WTO Agreement. "HTS" is the Harmonized Tariff Schedule of the United States. "International Trade Commission" is the United States International Trade Commission. "Multilateral trade agreement" is an agreement listed in section 3511(d), except the ones in paragraphs (17) and (18). "Schedule XX" is the U.S. schedule attached to the Marrakesh Protocol to GATT 1994. "Trade Representative" is the United States Trade Representative. "Uruguay Round Agreements" are the agreements Congress approved under section 3511(a)(1). "World Trade Organization" or "WTO" is the organization set up by the WTO Agreement. "WTO Agreement" is the Agreement Establishing the World Trade Organization signed April 15, 1994. "WTO member" or "WTO member country" is a state or a separate customs territory (as in Article XII of the WTO Agreement) to which the United States applies the WTO Agreement.
