The President can only make a proclamation if he or she first gets advice from the appropriate advisory committees under section 2155 and from the International Trade Commission. The President must send a report to the House Ways and Means Committee and the Senate Finance Committee that describes the action, explains the reasons, and includes the advice received. After those steps are done, the President must wait 60 calendar days starting that first day and must consult with those two congressional committees during that 60-day period.
