Appellate Body — the appeals body set up under Article 17.1 of the Dispute Settlement Understanding. Core labor standards — five worker rights: association, collective bargaining, no forced labor, a minimum child employment age, and acceptable wages, hours, and safety. Dispute Settlement Understanding — the dispute rules named in section 3511(d)(16). GATT 1994 and Uruguay Round Agreements — as defined in section 3501. ILO — International Labor Organization. Import sensitive agricultural product — an agricultural item that either had its duty cut to at least 97.5 percent of the December 31, 1994 rate on January 1, 1995 under the Uruguay Round, or had a tariff‑rate quota on August 6, 2002. United States person — a U.S. citizen; an entity organized under U.S. law; or a foreign entity controlled by such U.S. persons. World Trade Organization/WTO and WTO Agreement — the organization and its founding agreement dated April 15, 1994. WTO member — as defined in section 3501(10).
