Directs the United States to build stronger economic ties with Israel, oppose politically motivated boycotts, and protect Americans and U.S. companies that do business with Israel. It notes that more than $45,000,000,000 in goods and services is traded each year between the two countries and that about $10,000,000,000 in U.S. foreign investment is in Israel. For trade talks, the United States has three goals: stop partners from taking steps that hurt U.S.–Israel commerce, discourage boycotts/divestment/sanctions and remove nontariff barriers to Israeli trade, and push to end state-sponsored or compliant foreign boycotts. Those trade goals take effect on February 24, 2016 and apply to talks begun before, on, or after that date. Within 180 days after February 24, 2016, and every year after, the President must report to Congress on politically motivated boycotts, divestment, and sanctions. The report must describe trade or investment barriers against U.S. persons doing business with Israel, what the U.S. is doing to stop those barriers and how well it works, steps to prevent investigations or prosecutions of U.S. persons for doing business with Israel, and decisions by foreign companies or banks to limit ties with Israel. No U.S. court may enforce a foreign civil judgment against a U.S. person that is based, in whole or in part, on a foreign finding that the person violated law by doing business in Israel. Definitions (one line each): “boycott of, divestment from, and sanctions against Israel” — politically motivated actions meant to punish or limit business with Israel; “domestic court” — U.S. federal or state court; “foreign court” — a court or tribunal of another country; “foreign judgment” — a final civil judgment from a foreign court; “foreign person” — an individual or entity that is not a U.S. person; “person” — a natural person or business organization (not a nonbusiness government); “United States person” — a U.S. national or an entity organized in the U.S. that is majority owned by U.S. nationals.
