The Center can do what it needs to run its program. It can hire staff and set pay (only the Executive Director can be paid above the GS–15 top rate). It can hire temporary experts at rates up to the GS–18 rate. The Center can make rules for how it works, accept and use donations, take unpaid volunteers and pay their travel costs, and enter contracts or grants (with two‑thirds of the Board able to approve some contract exceptions). It may spend money for receptions, training meals, get federal grants, charge certain fees, invest funds as allowed, and make other needed payments.
