Coins thrown into fountains on certain federal areas — the grounds listed in 40 U.S.C. 5102, the Capitol Buildings in 40 U.S.C. 5101 (including the Capitol Visitor Center), and the Library of Congress sites in 2 U.S.C. 167j — count as gifts to the United States, and the Architect of the Capitol must collect them. The Architect must first use the money to repay costs for collecting, processing, and keeping those fountains up, and then deposit whatever is left into the Miscellaneous Receipts Account of the Capitol Visitor Center Revolving Fund (section 2231); those funds are available as section 2233(b) allows.
