Creates a commission of 11 private citizens. Two are picked by the President, one by the President pro tempore of the Senate (after recommendations from the Senate majority and minority leaders), one by the Speaker of the House, two by the Chief Justice, and five by the Administrator of General Services under special rules. No one may serve who is a federal officer or employee, a person registered (or required to register) under the Federal Regulation of Lobbying Act, or a parent, sibling, spouse, child, or dependent of someone in those two categories. Appointments made by the President, President pro tempore, Speaker, and Chief Justice must ignore political party and should come from people with experience in government, personnel management, or public administration. The Administrator must set rules to pick the five appointees that try to maximize geographic diversity and include choosing names by lot from randomly selected voter registration lists. The President names the chair. Vacancies are filled the same way as the original appointment. Members are paid $100 per day when working and get travel expenses, including per diem, under section 5703 of title 5. First members serve for the 1993 fiscal year and must begin no later than February 14, 1993. After the 1993 fiscal year, new members are appointed every fourth fiscal year after 1993 and serve for that fiscal year (if appointed after a fiscal year starts, the term is the rest of that year). Members may stay on past a fiscal year’s end if needed to finish the report to the President, and related authority stays available while they continue to serve.
