The Commission can temporarily hire an Executive Director and other staff without using the usual federal hiring and pay rules in title 5. The Executive Director’s pay can be set at the Level V rate of the Executive Schedule (see section 5316 of title 5). With the Commission’s OK, the Executive Director can hire additional workers and set their pay up to the top General Schedule rate (see section 5332 of title 5). If the Commission asks, the head of any federal department or agency can temporarily lend employees to help. The Commission must pay for those details. These hires or lendings can cover all or part of any fiscal year named in section 352(8)(A) and (B).
