The Secretary of the Senate and the Chief Administrative Officer of the House must prepare a detailed money report for every half-year starting July 1, 1964. Each report is due within 60 days after the half-year ends. The report must be sent to the Senate or House and made public. It must show who was paid and how money was spent, including for goods (quantity and price), for services (what was done, when, who was paid and how much), and a full accounting of amounts appropriated, received, spent, and left unspent. The reports must include information from the accountability statements and vouchers sent to the Government Accountability Office. If a payment was for a witness who only spoke in an executive session, the report may list only the payment date, voucher number, and amount; other details go in the next report. Reports may be printed as official Senate or House documents. For the Senate, the reporting schedule changed: the report that began January 1, 1976 covers through September 30, 1976, and after that Senate reports cover Oct. 1–Mar. 31 and Apr. 1–Sept. 30 each year. The rule about listing quantities does not apply to the Senate. Each Senate report must also give a separate summary for every office that can spend money (each Senator’s office, each Senate officer, and each committee). Each summary must show total appropriations, any changes (supplements, transfers, or rescissions) and their effect, total salary and office expenses, and the unspent balance. Reports should be prepared at a summary level for each office, except detailed reporting is still required for personnel pay, travel, certain contracts, and asset purchases. The Secretary should use the Standard Federal Object Classification of Expenses where appropriate.
