Lets the House of Representatives work with groups of lawmakers from other countries. It lets the House welcome foreign legislators and permanent government officials to the United States. It also lets the House hold meetings with top U.S. officials and other dignitaries to discuss U.S. relations with other countries. To pay for these things, the House may use its own accounts for necessary costs, but not more than $40,000 in any calendar year until a law changes that. Payments must be made on vouchers signed by the chairman of the Committee on Foreign Affairs and approved by the Committee on House Oversight.
