The Secretary of the Senate must transfer money if the Majority or Minority Leader sends a written request. The transfer moves funds from that Leader’s Representation Allowance to that Leader’s Expense Allowance for the same fiscal year, starting with the fiscal year ending September 30, 1985. The Leader decides the amount. Money moved this way can be used that year for the same purposes and under the same rules as other expense allowance funds. Leader’s Representation Allowance — the Representation Allowance account for the Majority and Minority Leaders. Leader’s Expense Allowance — the money and the appropriation account that pay a Leader’s expense allowance for a fiscal year.
