The Board must pick a Director to run the Congressional Award Program. The Director is the program’s top manager, chosen by a majority vote of the Board, serves for whatever term the Board decides, and can be removed by a majority vote. The Director, working with the Board, must create programs to carry out Board policies, set up needed program divisions, and hire and pay staff under the Board’s bylaws. The Director must also make sure there are proper fiscal controls and accounting rules run by people with accounting or finance expertise (they can be hired under contract) and must keep the Board’s debts from exceeding its assets in any fiscal year. The annual independent auditor (under section 807(a)) will report whether the Director followed these rules in reports under section 807(b). If the Director did not comply, the Board must order fixes and must remove and replace the Director if problems are not promptly corrected.
