The Secretary must give grants and help to colleges that serve Alaska Native and Native Hawaiian students. The goal is to help those schools improve and grow so they can better serve Alaska Natives or Native Hawaiians. Alaska Native is defined in section 7546. An Alaska Native‑serving institution is a college that meets the rules in section 1058(b) and has at least 20% Alaska Native undergraduates when it applies. Native Hawaiian is defined in section 7517. A Native Hawaiian‑serving institution is a college that meets section 1058(b) and has at least 10% Native Hawaiian undergraduates when it applies. Grants must pay for planning and work to strengthen the schools. Examples include buying or leasing lab equipment, fixing classrooms and libraries, faculty development and exchanges, curriculum and library materials, improving financial and administrative systems, sharing facilities, tutoring and student support, and programs that teach financial skills. Schools must send enrollment data and other required information to apply. Each application must include a 5‑year plan and any other assurances the Secretary requires. The Secretary must use a simplified application form, try to spread grants fairly among eligible schools while following the competitive process, and note that schools receiving these grants cannot at the same time get funds under other parts of this program or part B. Section 1059(d) does not apply to these eligible schools.
