Provides federal grants to Predominantly Black Institutions to help them serve more low- and middle-income Black American students and expand college opportunities. The money can pay for planning and new programs, stronger student supports, teaching programs, outreach to K–12 students, instruction in fields where Black Americans are underrepresented, and other approved activities. Up to 20 percent of a grant may go into an endowment if the school matches that amount with non‑federal money. No more than 50 percent of grant money may be used for building or maintaining classrooms or labs. Grants are awarded with priority to schools that serve large numbers of needy undergraduates; that priority is twice as strong as the priority given for schools with many Black students. Eligible institutions must meet a set of rules, including having at least 1,000 undergraduates and at least 40 percent Black undergraduates or, to be a Predominantly Black Institution, having at least 50 percent low‑income or first‑generation students and at least 50 percent of undergraduates in state‑licensed associate’s or bachelor’s programs. “Enrollment of needy students” means at least 50 percent meet one of four tests (including Pell Grant recipients in the second fiscal year before the decision, families on means‑tested federal benefits, attendance at a high‑poverty secondary school, or being first‑generation and mostly low‑income). The Secretary divides appropriated money: one‑half by Pell recipients, one‑fourth by number of graduates, and one‑fourth by the share of graduates entering certain degree programs within two years. Each approved school gets at least $250,000 (reduced ratably if funds are low). Schools must apply to the Secretary, repay unused funds not spent within 10 years, and may not get these funds at the same time as certain other federal grants.
