Defines key words used in this part. Graduate means someone who went to a school for at least 3 semesters and finished undergraduate requirements within 5 consecutive school years. Part B institution means a historically Black college or university set up before 1964 whose main purpose was and is to educate Black Americans, and that is accredited or is making reasonable progress toward accreditation. A special rule says certain branch campuses that got a special-needs grant before September 30, 1986, and were listed by the National Center for Education Statistics, but later ruled not part B on or after October 17, 1986, are treated as part B starting July 18, 1988. Pell Grant recipient means someone who gets aid under subpart 1 of part A of subchapter IV. Professional and academic areas in which Blacks are underrepresented are chosen by the Secretary, after consulting the Education Statistics and Labor Statistics commissioners, using the most recent reliable data showing the share of educated, trained, and employed Black Americans is below their share of the general population. School year means the 12 months from July 1 through June 30.
