Summary

Grants must be awarded using rules the Secretary creates. Priority goes to schools that have never gotten money from the Minority Institutions Science Improvement Program, to past grantees with strong records, and to applications that help balance projects by region, academic field, and project type. The Secretary may consider things like the project plan, staff, budget and cost effectiveness, evaluation method, available resources, the need for the project, institutional support, expected results, and its scientific and educational value.
