The Secretary must run the Ronald E. McNair Postbaccalaureate Achievement Program to help disadvantaged college students prepare for doctoral study. Funded projects must give students research or other scholarly work, summer internships, seminars, tutoring, academic advising, and help with getting into graduate school and paying for it. Projects may also offer money and economic education, faculty mentoring, and chances to attend cultural or academic events students might not usually see. At least two-thirds of participants must be low-income, first-generation college students. The rest must come from groups underrepresented in graduate education, including Alaska Natives, Native Hawaiians, and Native American Pacific Islanders. Participants must be enrolled at eligible institutions that have an agreement with the Secretary, and summer interns must have finished their sophomore year. Awards should weigh research quality, faculty involvement, and recruitment plans. Students may get a stipend up to $2,800 per year and may also receive summer tuition, housing, and travel help. When possible, at least $11,000,000 must be set aside each year for fiscal years 2009 through 2014 for these projects.
