Provides extra grants through colleges and universities to help qualified students with financial need get postsecondary education under the rules in part F. Allows the Secretary to pay colleges that agreed under section 1070b–2(a) to give these undergraduate supplemental grants. Congress may appropriate whatever sums are needed for fiscal year 2009 and each of the five succeeding fiscal years. Money appropriated for any fiscal year can be used to pay institutions until the end of the second fiscal year after the year the money was appropriated.
