Schools that want money under this program must first prove they are a Hispanic-serving institution by sending enrollment and other required data to the Secretary of Education. Eligible schools must file an application at the time and in the form the Secretary asks for. The Secretary can only approve a grant if money is available, the application meets the detailed requirements below, and the school is eligible. The Secretary may offer a shorter preliminary application first. In the full application, a school must give a plan to improve academics and operations, including measurable goals and a 5-year plan to better serve Hispanic and low-income students. The school must explain how federal funds will add to, not replace, other funding; show how it will check if projects work; set up fiscal controls and records; follow any funding limits; and describe any project in detail (parts, timeline, priorities, budgets). Any activity costing more than $25,000 needs extra detail. The school must file reports at least once a year on progress and let the Secretary check records. The Secretary will give priority to schools that team up with at least one local school district or community group to cut dropout rates, raise achievement, and increase college enrollment for Hispanic students. The Secretary will use up-to-date data on students getting need-based aid and update the baseline after each yearly grant cycle.
