The Secretary must have a panel review applications from Hispanic-serving institutions. The panel is chosen by the Secretary and must include people from Hispanic-serving institutions. The Secretary must make sure no reviewer has a conflict of interest. The Secretary must train all reviewers on how to score applications and on the rules for deciding if a grant is given, how much it should be, and how long it should last. The Secretary must consider the panel’s recommendations when awarding grants. By June 30 each year, the Secretary must tell every applying institution its scores, the panel’s recommendations, and the reasons for the Secretary’s decision, including any changes the Secretary made to the panel’s suggestions.
