The Secretary can pay for research and studies, either directly or by giving grants or contracts, to improve foreign language, area, and other international programs. The research can check needs for better instruction and for specialists, track how graduates are used, evaluate program effectiveness, compare teaching strategies, test better teaching methods, develop teaching materials, study technology and ways to share international information, use performance tests and standards, check that programs show diverse viewpoints as promised, and collect and share useful data in clear form. Each year the Secretary must publish and announce a report listing the books and research materials made with this support.
