The Secretary can award a competitive grant to a qualifying group to set up an Institute for International Public Policy. The Institute will help more underrepresented people enter international work and the U.S. foreign service. It may fund junior-year study abroad, graduate fellowships, internships, short intensive academic programs (like summer institutes), and intensive language training. Grants last up to 5 years. A qualifying group must be a consortium made of one or more of these college types: a college eligible for certain federal higher‑education aid; a tribally controlled or Alaska Native/Native Hawaiian‑serving college eligible under specific program parts; a college that serves many underrepresented minority students; or a college with foreign‑service training programs. The consortium must name a host college, apply with the information the Secretary asks for (including how the program will include diverse viewpoints), and provide non‑Federal support equal to at least one‑half of the grant, in cash or in‑kind.
