Creates a junior year abroad program run by the Institute through grants or contracts. It is open to students at colleges, including historically Black, tribal, Alaska Native‑serving, Native Hawaiian‑serving, Hispanic‑serving, and other schools with many minority students. Students may spend up to 9 months abroad for academic work and cultural, social, family, and political experiences. Costs are shared by the Institute and the student’s college; each nominated student’s college must pay one‑third of the cost. Eligible student: a full‑time baccalaureate student entering the third year of study, or finishing the third year for a summer program, at the nominating college. Colleges must sign a Memorandum of Understanding with the Institute to prepare students, pay one‑third per nominated student, and follow other reasonable rules set by the Secretary.
