The Institute must make agreements with historically Black colleges and universities, tribally controlled colleges or universities, Alaska Native‑serving, Native Hawaiian‑serving, and Hispanic‑serving institutions, other colleges with many minority students, and schools that train foreign service professionals to offer internships. These internships include academic‑year placements during the junior and senior years and summer placements after the sophomore and junior years. Students may work with international groups, volunteer groups, or government agencies such as the Agency for International Development, the Department of State, the International Monetary Fund, the National Security Council, the Organization of American States, the Export‑Import Bank, the United States International Development Finance Corporation, the Office of the United States Trade Representative, the World Bank, and the United Nations. The Institute must also run internships for students who have finished a bachelor’s degree to help them prepare for a master’s program. That program must help students get ready for graduate school, be carried out with the Woodrow Wilson International Center for Scholars, and include work experience that supports master’s preparation. An Interagency Committee on Minority Careers in International Affairs will be set up in the executive branch with at least 7 members, including the Under Secretary of Agriculture for Trade and Foreign Agricultural Affairs (or designee); the Assistant Secretary and Director General of the U.S. and Foreign Commercial Service, Department of Commerce (or designee); the Under Secretary of Defense for Personnel and Readiness (or designee); the Assistant Secretary for Postsecondary Education, Department of Education (or designee); the Director General of the Foreign Service, Department of State (or designee); and the General Counsel of the Agency for International Development (or designee). Each year the Committee must advise the Secretary and the Institute on career goals, find Federal internship opportunities in international affairs, and promote policies in agencies to meet the program’s goals.
