The Secretary must pay stipends to students who win these fellowships. For anyone getting their first stipend in academic year 2009–2010 or later, the stipend must match the amount given by the National Science Foundation Graduate Research Fellowship Program for that year, but it must be lowered if the fellow’s demonstrated financial need (under part F of subchapter IV) is less. The Secretary also pays each college or university an institutional allowance for every fellow. For 2009–2010 and later years, that allowance equals the 2008–2009 institutional payment adjusted each year for inflation using the Department of Labor’s Consumer Price Index, and it is reduced by any tuition or program charges the school collects from the fellow. Beginning March 1, 1992, if an applicant was told in writing they were selected and later told the award was withdrawn, they must receive the fellowship unless the Secretary finds they submitted fraudulent information. If Congress provides the funds, payments to institutions may not be cut for reasons other than those described above.
