Creates a National Board for the Fund for the Improvement of Postsecondary Education with 15 members appointed by the Secretary for overlapping 3-year terms. More than half of the members make a quorum. Anyone who serves 6 years in a row cannot be reappointed for the next 2 years. The Secretary names the Chair. Most members must be public-interest representatives (including students); a smaller number must be educational representatives. The Board must advise the Secretary on priorities and on running the Fund, including planning, guidelines, and grant rules, and make recommendations for improving and spreading proven college practices. The Chair calls meetings, but the Board must meet if one-third or more members ask in writing. The Secretary must give the Board the information and help it needs.
