Using money made available under section 1140e, the Secretary may give competitive grants, contracts, or cooperative agreements to colleges and universities to carry out the activities below. At least two awards must go to institutions that provide professional development and technical help so students with learning disabilities can get a quality postsecondary education. Each award is for three years. Awards can pay for things like creating new teaching methods (including universal design for learning) and training faculty and staff; helping students with disabilities move from high school to college; gathering and sharing research and data about services and employment outcomes; making distance education and online courses accessible; providing information, training, credit courses, counseling, and work-based opportunities in disability-related fields; training staff from other colleges; and updating curricula to be more accessible. Grantees must evaluate their work and share what they learn with other colleges. When choosing winners, the Secretary should spread awards across regions, include urban and rural areas, serve different sizes and types of institutions, and prefer colleges with prior experience or strong programs for students with disabilities. The Secretary must submit a report to the authorizing committees and the public one year after August 14, 2008, on demonstration projects awarded for fiscal years 1999 through 2008, and must submit another report no later than three years after the first grant awarded under this subpart after August 14, 2008, reviewing the projects and offering guidance on how to replicate effective ones.
