If, within twenty years after the Secretary of Health, Education, and Welfare says construction is finished, Howard University gives any of the new or combined hospital facilities to anyone other than the United States, or stops using them as teaching hospitals, the United States can recover from the new owner or from Howard an amount equal to the facilities’ value at that time. The parties must agree on that value or it will be decided by the United States District Court for the District of Columbia.
