Congress may give Howard University yearly money to help pay part of the cost of running its teaching hospital facilities. When deciding how much to give, Congress must take into account the costs required by section 125 and the related part of the agreement in sections 124 through 129. The university must keep separate accounting for the hospitals' operating costs, the congressional funds provided under this law, and any other income used for those hospital operations.
