The Secretary must help states by giving technical help, grants or contracts, and short training programs so they can educate children with disabilities and carry out the law. The Secretary cannot force a State, school district, or school to use specific teaching content, academic standards, tests, curriculum, or instruction methods. The Secretary must protect the privacy of any personal data and records collected, following section 1232g. The Secretary may hire up to 20 people to do this work without following some usual federal hiring and pay rules. By the time final regulations are published to implement the Individuals with Disabilities Education Improvement Act of 2004, the Secretary must widely publish model forms: a model IEP, a model IFSP, a model notice of procedural safeguards (section 1415(d)), and a model prior written notice (section 1415(b)(3) and (c)(1)) that meet the law’s requirements.
