Gives federal money to help states set up and run early help for infants and toddlers with disabilities and their families. Congress says this is urgent to support the big brain growth in the first 3 years of life, lower later special‑education costs, help people with disabilities live more independently, strengthen families, and make sure all children — especially minority, low‑income, inner city, rural, and foster children — get needed services. The money must help states build a statewide system where different professionals and agencies work together, coordinate payments from federal, state, local, and private sources, improve and expand service quality, and encourage services for children under 3 years of age who are at risk of serious developmental delay.
