A State educational agency can apply for a grant that lasts between 1 year and 5 years. To get the grant, the agency must work with local school districts and other State agencies that help educate children with disabilities. That partnership must include at least one college or university and the State agencies that run programs under subchapter III, early education, child care, and vocational rehabilitation. The agency must also work with other people and groups. These include the Governor; parents (of children with disabilities and of nondisabled children) ages birth through 26; people with disabilities; parent training centers; community nonprofits; school personnel (as defined elsewhere); the State advisory panel and the State interagency coordinating council; vocational education experts; the State higher education agency; public health, mental health, social services, and juvenile justice agencies; other professional development providers; and others. If another person or agency in the State is in charge of teacher preparation or certification, the State educational agency must make that person or agency a partner and have them do any grant activities that fall under their responsibility.
