Provides federal money for training, technical help, model projects, sharing information, research, and evaluations to improve early, special, and transition education for children with disabilities and to help state and local education agencies. “Eligible entity” means: State educational agency (state school department); local educational agency (school district); public charter school treated as a district; institution of higher education (college or university); another public agency; private nonprofit; outlying area; Indian tribe or tribal organization; and a for‑profit organization when the Secretary allows. The Secretary may limit which types can get a specific award.
