When an eligible agency gets federal help for a program, it must pay from non‑federal money at least as much for administering the program each fiscal year as it paid the year before. If federal money for administration falls in a fiscal year (the "determination year") compared to the prior year, the agency’s non‑federal requirement is cut by the same proportion. In other words, take last year’s non‑federal amount and multiply it by (this year’s federal admin funds ÷ last year’s federal admin funds) to get the required amount.
