Create an Office of Indian Education inside the Department of Education. A Director, chosen by the Secretary and reporting to the Assistant Secretary for Elementary and Secondary Education, will lead it. The Director must run part A of title VI of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7401 et seq.), coordinate policies for programs affecting Indian persons, and help set research priorities with the Office of Educational Research and Improvement. The Secretary must give Indian persons hiring and other personnel preference in the Office the same way veterans get preference under section 45 of title 25.
